ABSTRACT: This article takes an in-depth look at the protracted conflict in the eastern Democratic Republic of Congo (DRC) since the election of President Félix Tshisekedi in 2018, focusing on the three main strategies adopted by his government. Faced with Rwandan aggression orchestrated by the March 23 Movement (M23), which is destabilizing the region, Tshisekedi has implemented a multi-dimensional approach that includes diplomatic initiatives to strengthen dialogue with neighboring countries, military reforms to modernize the DRC’s armed forces and an international cooperation strategy involving the UN, the African Union and sub-regional organizations. The article analyses these developments through the prism of international relations, particularly from the perspectives of offensive realism and economic interdependence, underlining the crucial importance of establishing robust security architecture at both the national and regional levels. This analysis highlights the risks of escalation in the conflict between the DRC and Rwanda, but also the need for careful management to avoid open warfare between the two countries.
