SCIRP is striving for membership in the Open Access Scholarly Publishers Association (OASPA), adheres to its CODE OF CONDUCT, and follows its Membership Criteria and supports OASPA's Statement on Open Access.

SCIRP has signed the Budapest Open Access Initiative and shows its “openness” clearly in the standardized form on the Open Access Spectrum (which is supported by SPARC and OASPA).

Open Access comprises 6 essential components related to: 1.) Reader Rights, 2.) Reuse Rights, 3.) Copyrights, 4.) Author Posting Rights, 5.) Automatic Posting,  and 6.) Machine Readability.

SCIRP endeavors to maintain as open as practically possible on all 6 Open Access components:
1.) 1) SCIRP is fully open on regarding Reader Rights.
2.) 2) Starting from April 1st, 2013, SCIRP grants full open access on Reuse Rights by providing a Creative Commons license "Attribution" (CC BY). For authors who prefer to have more control over their work, SCIRP offers an alternative Creative Commons license named "Attribution-NonCommercial" (CC BY-NC) upon special request. Moreover, this license meets the OASPA Standards regarding Reuse Rights. The original copyright and reuse rights are indicated on the paper based on the author-selected CC license alongside the statement "Copyright © 2016 by author(s) and Scientific Research Publishing Inc." along with the icon or .
3.) SCIRP requests that authors grant a non-exclusive copyright to SCIRP. This means that authors still hold the copyright with no restrictions, making SCIRP a fully open publisher in this aspect as well.
4.) Authors hold the copyright for their manuscripts both before peer review ("preprints") and after peer review ("postprints"). Hence, authors are allowed to post their raw manuscripts on any repository or website since SCIRP does not ask them to waive this right. Once the manuscript gets accepted for publication (after peer review), authors grant SCIRP a nonexclusive copyright (see point 3). Based on this copyright, SCIRP produces the final paper in SCIRP's layout. This version is available to the public (and also to the authors) under the Creative Commons license (see point 2). Therefore, authors can also publish the final paper on any repository or website with complete citation for the paper. When linking to their paper, authors should use the link established by SCIRP with crossref.org. It is a pointer to the full text of the final paper. The URL provides a persistent link that will never break. This link follows the format: http://dx.doi.org/10.4236/YourPaperNumber.
5.) The articles are made available online immediately, without any delay.
6.) SCIRP strives to maximize the machine readability of our articles using current technologies. SCIRP provides metadata for all articles to the DOAJ, who will then make the metadata OAI compliant.

SCIRP is committed to maintaining high standards through a rigorous peer-review process and strict ethical policies. Any infringements of professional ethical codes such as plagiarism, fraudulent use of data, or bogus claims of authorship should be taken very seriously by the editors, with zero tolerance.

SCIRP follows the Code of Conduct of the Committee on Publication Ethics (COPE), and follows the COPE Flowcharts for Resolving Cases of Suspected Misconduct.

The submitted manuscript should not have been previously published in any form and must not be currently under consideration for publication elsewhere.

All board members receive an Appointment Letter and are expected to sign and return a copy. The President of SCIRP appoints all members of the SCIRP Advisory Board and Editors-in-Chief of each journal, while the Editor-in-Chief of each journal appoints other members of the Editorial Board. Guest Editors for Special Issues are appointed via email. The Appointment Letter outlines the rights and responsibilities of each board member. SCIRP has been using Appointment Letters for Editorial Board members since 2010, and they have been continuously improved and updated over the years. Editorial Board members' privileges have increased over time as well.

The Editorial Assistant will assist in addressing any unresolved issues that may arise during the operation of the journal. If the Editor-in-Chief has any complaints, he/she should send them to the Director or President of SCIRP. Editorial Board members are advised to discuss their complaints with the Editor-in-Chief of the journal first. If they are unable to resolve the issue with the Editor-in-Chief, they may escalate their complaint to SCIRP's Director.

For both readers and authors, it is important that journal papers remain available with a high level of probability. Two preservation time frames must be distinguished:

Short to medium term preservation strategy is viewed as an in-house activity of the publisher. It encompasses two aspects:
• Backup: SCIRP performs a real-time backup in multiple locations.
• Access System Redundancy: At SCIRP access is possible via more than one server. This ensures that there is little interruption and services are available with high reliability.

Long term preservation strategy is understood as a protection against discontinuation of the publisher as a whole, single journals, or single back issues. This can be due to business interruption or failure (bankruptcy, insolvency), some kind of catastrophic failure, technical failure, or natural disaster. Preservation services are offered by various organizations and national libraries. Many of these offers are not suitable to SCIRP's needs.

SCIRP decided to archive all journal papers with Portico. Details are shown on SCIRP's Page at Portico. Portico maintains a dark archive for SCIRP. A dark archive is normally not visible. The archive will become available open access on Portico's site only when a trigger event occurs:
(A) The publisher has ceased operations.
(B) One title is no longer offered.
(C) Back issues cannot be accessed beyond a 90-day period.
(D) Catastrophic failure: the publisher has not provided online access to its publications for a period longer than 90 days.

For content that has been triggered, the Document Identifier (DOI) will now link to the content that is available on Portico's site.

Migration: Portico performs the conversion of the source files of electronic journals to an archival format, thereby taking on the responsibility for future content conversion. This ensures that SCIRP's journal articles will remain accessible and compatible with future technologies, regardless of the format they require.

The Center for Research Libraries (CRL) carried out a preservation audit of Portico in 2009 and endorsed certified Portico as a trustworthy digital repository.

In summary, authors can rest assured that their efforts in writing a journal paper will not go to waste, as the paper will be preserved and made available for generations to come. Similarly, readers can have confidence that the persistent link to a paper will continue to provide access to the article in the future.

SCIRP acknowledges the critical significance of maintaining the utmost integrity and completeness of the scholarly record. The historical record of published research articles will remain accessible and unaltered to the extent feasible. Nevertheless, situations may arise where a paper has been published due to misconduct or inadvertent error. In such cases, it may be necessary to rectify the scholarly record in the most appropriate form:
• Expression of Concern
• Correction (Erratum or Corrigendum)
• Retraction
• Removal
The guiding principles for implementing these measures are based on COPE's Retraction Guidelines, as well as other established scholarly principles. The responsibility for rectifying the record lies with the editor of the respective journal.

Formal complaints are addressed through a systematic process, and must be submitted to customer@scirp.org. The individual making the complaint must be willing to disclose their identity to SCIRP, and must provide a valid contact email address. The complainant must be as specific as possible and present any objective evidence available to substantiate their claims.

Upon receipt of a complaint, SCIRP records and promptly acknowledges its receipt via customer@scirp.org. Complaints that fail to meet the necessary criteria will be dismissed without detailed inquiry. Any accepted complaints that pertain to a journal will be forwarded to the corresponding Editorial Office. The Editorial Assistant will investigate the circumstances and will communicate with SCIRP's Director, as well as the Editor-in-Chief or members of the Editorial Board for information and judgment. The Editorial Assistant will follow the case and stay in contact with all parties involved, keeping the complainant informed of any progress made. The complainant will be notified of the decision by the Editorial Assistant and given the opportunity to appeal.

Newly presented evidence will be taken into consideration and the case will be reassessed and directly reviewed by SCIRP's Director, the Editor-in-Chief, or an Editorial Board member. The complainant will be informed of the reassessed decision, which will be definitive.

General complaints that are deemed acceptable and are not directed towards a specific SCIRP journal will be forwarded to the Assistant of SCIRP's Director. The complaints procedure is otherwise similar.

According to Principle 13 of "Principles of Transparency and Best Practice in Scholarly Publishing", journals are required to declare their advertising policy if relevant. In the case of SCIRP, this criterion is not particularly pertinent because SCIRP does not employ advertisements on its general or journal-specific web pages, with perhaps one exception

On each SCIRP journal web page, there is a designated section located in the lower right corner entitled "Sponsors, Associates, and Links >>." This section is frequently employed to provide links to conferences, most of which are organized by SCIRP. Associates of the journal are not charged for having their logos or links placed online; however, SCIRP does expect other index#whatisorganizations link back to SCIRP. This is critical for demonstrating that SCIRP is not exploiting the reputations of other organizations, but rather engaging in a collaborative effort based on mutual agreement. Notably, entries are fixed and do not depend on reader behavior.

Entries are established through a collaborative agreement between senior members of the publishing team and the Editor-in-Chief (or an Editorial Board member if there is no designated Editor-in-Chief) of the relevant journal.
