ABSTRACT: In response to the current problems in moral education in primary schools, the study proposes a three-dimensional implementation framework: integrating curriculum content, coordinating experiential teaching activities, and developing shared resource platforms. Specifically, it creates school-based teaching materials, organizes rich experiential activities, integrates internal and external school and community resources, and cultivates integrations of drama, morality, knowledge, and action. Meanwhile, a multi-dimensional support system based on funding guarantees, curriculum integration, teacher capacity-building, and the construction of an evaluation framework is established, providing a feasible exploration pathway for them to be introduced to moral education in elementary schools.
