ABSTRACT: This paper investigates the intersection between digital transformation (DT), defined as the integration of digital technology into all areas of business, resulting in fundamental changes to operations and value delivery and strategic planning in Sudanese institutions through a comparative case study of Sudatel Telecom Group (private sector) and the Sudan Taxation Chamber (public sector). It explores how digital initiatives are aligned with institutional strategies and what organizational, structural, and cultural conditions support or hinder this alignment. Drawing on semi-structured interviews, document analysis, and thematic comparison, the study reveals that while private institutions like Sudatel demonstrate strong digital leadership, resource allocation, and cultural adaptability, public entities face bureaucratic rigidity, limited ICT infrastructure, and fragmented planning. The findings highlight the critical role of strategic coherence, regulatory flexibility, and cross-sector collaboration in achieving sustainable digital transformation (DT), defined as the integration of digital technology into all areas of business, resulting in fundamental changes to operations and value delivery. The paper concludes with policy recommendations to enhance institutional readiness and digital governance in emerging economy contexts like Sudan.
