ABSTRACT: China today faces the rigorous aging problem. In the traditional sense, the government has the duty to take over all the public affairs including the social elderly care. However, the expanding demand of social elderly care and the limited social resources extremely restrict the process of social elderly care affairs, and in addition, the social elderly care in so-called governmental institutions would lead the inefficiency and even waste of resource. In present, the government plays a role of the core designer and server, namely, the service-oriented government. With explaining the problems now Chinese government faced in theory and practice, this essay tries to put forward some advice to solve the dilemma in social elderly care.
