ABSTRACT: Education is the cornerstone of a nation’s
development and the equity of compulsory education is regarded as the “greatest
tool” to achieve social equity. After the 18th National Congress of the
Communist Party of China, the balanced development of compulsory education was
formally put on the agenda in the form of documents. In the process of the development
of urban and rural education, there are still many practical problems in the
implementation and practice of the balanced development of primary and
secondary education in all regions of China. These problems include the
improvement of the construction of teaching staff, policy guidance, homogenized
education development, etc. Besides, the effective teaching strategies can
promote the reform of primary and secondary education in China.
