  ABSTRACT: To seize the strategic opportunity of “one belt and one road”, raising the level of open economy is the inevitable choice for Hubei to build up the strategic fulcrum of the rise of central China. This paper summarizes the successful experience of developing open economy in inland areas of foreign countries, analyses the current situation and existing problems of Hubei’s open economy development, and on this basis, draws lessons from foreign experience, and puts forward countermeasures and suggestions for developing open economy in Hubei.
