With the development of the many different types transport network devices, such as PDH, SDH, WDM, MSTP, OTN,PTN and so on ,many cross models are running on the telecommunication networks. There are SDH virtual container, package, ODU, OCH and fiber wavelength, which make network maintenance more complication than before. A management model which surrounds to the services management is firstly proposed. This model looks any other management functions as a part of service management. These management functions cover all the alarm, fault, performance, configuration, user, client, resources, charge and test management to associate with end-to-end service management. It is instead of traditional transport network management model that designs these functions separately each other. After researching for network structures, service layers and some crucial problems, this network management model displays the steps how to create an end-to-end service in heterogeneous transport network, and then shows an example to explain them in the model.
