ABSTRACT: This article is intended to publicize the damage caused by the environment in natural resources,
in this case fishery. This analysis addresses the international regulation and the proposal for the
Kyoto Protocol to which the States must refer to both to improve the environment and to conserve
the natural resources. This analysis is subject to a descriptive analytical study based on the complexity,
sensitivity and vulnerability of economic acceleration in environmental effects on air, land
and water. The exercise was a comparison between the European Union, Morocco and Mexico, in
the 2006-2013 period, in the application of international norms in its internal policies, the problems
that each of these countries faced for damages to the marine resource and how these were
addressed, to reach clear and compelling results. In the analysis, we argue that, despite all the
strategies in the different areas-titles, the results are not the expected, since the States and mainly
the natural resources, depend on other key elements for the effectiveness in the phenomenon.
