ABSTRACT: The legal nature of a tariff agreement became the subject of study first by French jurists (Lambert, Deslenre, B. Reno) in the 1890s, and, since the beginning of the XXth century, by German (F. Lotmar, H. Zinzgeimer, etc.) and Russian jurists (L.S. Tal , I.S.Vojtinsky). Moreover, already in 1900 G. Zultser and F. Lotmar elaborated and published a draft Swiss law on a working tariff agreement, and in 1906 a similar draft government law was prepared in France.
