  ABSTRACT: On the basis of “the guidance on Implementation of the new type of rural social endowment insurance”, the paper uses the statistic about financial and population from 2009 to 2014 to analyze the new social endowment share of financial security by central and local government, and the proportion in that year. Result shows that central and local government can afford the demand of new rural social endowment insurance. China is able to support the new rural social endowment insurance.
