All original research papers published by SCIRP are made freely and permanently accessible online immediately upon publication. To be able to provide open access journals, SCIRP defrays operation costs from authors and subscription charges only for its printed version. SCIRP is striving for membership in the Open Access Scholarly Publishers Association (OASPA), adheres to its CODE OF CONDUCT, and follows its Membership Criteria and supports OASPA's Statement on Open Access.

SCIRP has signed the Budapest Open Access Initiative and shows its “openness” clearly in the standardized form on the Open Access Spectrum (which is supported by SPARC and OASPA).

Open Access embraces 6 core components related to: 1.) Reader Rights, 2.) Reuse Rights, 3.) Copyrights, 4.) Author Posting Rights, 5.) Automatic Posting,  and 6.) Machine Readability.

SCIRP tries to be as open as practically possible on all 6 Open Access components:
1.) SCIRP is fully open on Reader Rights.
2.) Starting with 1st April 2013, SCIRP is fully open on Reuse Rights by granting a Creative Commons license "Attribution" (CC BY). For authors who want to be more protective, SCIRP offers only on special request the Creative Commons license "Attribution-NonCommercial" (CC BY-NC) as an alternative. Also, this license fulfills OASPA Standards on Reuse Rights. Original copyright and reuse rights are indicated on the paper depending on the author-selected CC license as: "Copyright © 2016 by author(s) and Scientific Research Publishing Inc." together with icon or .
3.) SCIRP asks authors to grant SCIRP a nonexclusive copyright. In this way, authors continue to hold the copyright with no restrictions. This makes SCIRP a fully open publisher in this component also.
4.) Only the authors hold the copyright for their manuscripts before peer review (“preprints”) and after peer review (“postprints”). For this reason, authors are allowed to post their raw manuscripts on any repository or website. SCIRP does not ask authors to waive this right. Once the manuscript is accepted for publication (after peer review), authors grant SCIRP a nonexclusive copyright (see 3.). Based on this copyright, SCIRP produces the final paper in SCIRP’s layout. This version is given to the public (and hence also back to the authors) under the Creative Commons license (see 2.). For this reason, authors may also publish the final paper on any repository or website with a complete citation for the paper. When linking to their paper, authors should make use of the link that SCIRP has established with crossref.org. It is a pointer to the full text of the final paper. The URL provides a persistent link that will never break.

5.) Articles are made available online directly, without any delay.
6.) SCIRP strives to make articles as Machine Readable as possible with current technology. SCIRP provides metadata for all articles to the DOAJ, who will then make the metadata OAI compliant.

SCIRP is committed to maintaining high standards through a rigorous peer review, together with strict ethical policies. Any infringements of professional ethical codes such as plagiarism, fraudulent use of data, or bogus claims of authorship should be taken very seriously by the editors, with zero tolerance.

SCIRP follows the Code of Conduct of the Committee on Publication Ethics (COPE), and follows the COPE Flowcharts for Resolving Cases of Suspected Misconduct.

The submitted manuscript should not have been previously published in any form and must not be currently under consideration for publication elsewhere.

All board members receive an Appointment Letter and are expected to return a signed copy. All members of the SCIRP Advisory Board and all Editors-in-Chief of a journal are appointed by the President of SCIRP. Other members of the Editorial Board are appointed by the Editor-in-Chief of that journal. Guest Editors for Special Issues are appointed via e-mail. The Appointment Letter details rights and responsibilities. SCIRP uses Appointment Letters for Editorial Board members since 2010. Appointment Letters have been improved and extended over the years. Editorial Board members' Privileges increased with time.

The Editorial Assistant will help to solve any open questions that may arise in running the journal. The Editor-in-Chief will send his/her complaints to the Director or President of SCIRP. Editorial Board members should discuss their complaints first with the Editor-in-Chief of the journal. If Editorial Board members can not work out a solution together with their Editor-in-Chief they may also send their complaints directly to SCIRP’s Director.

For readers and authors alike, it is important that journal papers remain available with a high probability. Two preservation time frames have to be distinguished:

Short to medium term preservation strategy is understood as a publisher's in-house activity. There are two aspects:
• Backup: SCIRP performs a real-time backup in multiple locations.
• Access System Redundancy: At SCIRP access is possible via more than one server. This ensures that there is little interruption and services are available with high reliability.

Long term preservation strategy is understood as a protection against discontinuation of the publisher as a whole, single journals, or single back issues. This can be due to business interruption or failure (bankruptcy, insolvency), some kind of catastrophic failure, technical failure, or natural disaster. Preservation services are offered by various organizations and national libraries. Many of these offers are not suitable to SCIRP’s needs.

SCIRP decided to archive all journal papers with Portico. Details are shown on SCIRP's Page at Portico. Portico maintains a dark archive for SCIRP. A dark archive is normally not visible. The archive will become available open access on Portico’s site only when a trigger event occurs:
(A) The publisher is no longer in business.
(B) One title is no longer offered.
(C) Back issues are not available for a period longer than 90 days.
(D) Catastrophic failure: The publisher has stopped providing online access to its publication for a period longer than 90 days.
For triggered content the Document Identifier (DOI) will link to the content now available on Portico’s site.

Migration: Portico converts the original source files of electronic journals to an archival format. Portico assumes responsibility for future content conversion. In this way, it will be possible to read SCIRP’s journal articles in the future. No matter what format future technologies require.

The Center for Research Libraries (CRL) conducted a preservation audit of Portico in 2009 and certified Portico as a trustworthy digital repository.

In summary, authors can be assured that their effort of writing a journal paper will not be in vain and the paper will be available for generations to come. Readers can be assured an article will be provided when calling the persistent link to the paper also in the future.

SCIRP recognizes the importance of the integrity and completeness of the scholarly record. The historic record of published research articles shall remain available and unaltered as far as possible. However, circumstances may arise where a paper got published based on misconduct or honest error. It may become necessary to correct the scholarly record in the most appropriate form:
• Expression of Concern
• Correction (Erratum or Corrigendum)
• Retraction
• Removal
Guiding principles for these measures are COPE's Retraction Guidelines and other accepted scholarly principles. The responsibility of correcting the records is with the editor of the journal concerned.

The open journal of Obstetrics and Gynecology has been in circulation now for a number of years and I am pleased to provide my enthusiastic response as to the quality of the material presented by the international group of authors. What most distinguishes this journal from the many other similar publications is the practical nature of the paper presented. Many authors provide a perspective of their observations in a variety of clinical services that is unique in nature and establishes the real world in which detected physicians make careful and insightful observations of their patients presenting symptoms and the approach taken to treat and to follow up their cases. Formal complaints are handled in a systematic way. They have to be submitted to customer@scirp.org. The person making the complaint must be willing to be identified to SCIRP and supply a valid contact email address. The complainant must be as specific as possible and provide as much objective evidence as available.

Receipt of a complaint is recorded and acknowledged timely by customer@scirp.org. Complaints not fulfilling requirements are rejected without detailed investigation. Accepted complaints related to a journal are forwarded to the journal Editorial Office. The Editorial Assistant will investigate the circumstances and will contact SCIRP's Director as well as the Editor-in-Chief or Editorial Board members for information and judgment. The Editorial Assistant follows the status and keeps in touch with all relevant people. The complainant is informed about the progress. The complainant is notified by the Editorial Assistant of the decision and given the opportunity to appeal.

Newly provided evidence is taken into account. The case will be reevaluated and handled by SCIRP's Director, the Editor-in-Chief or an Editorial Board member directly. The complainant is notified about the reevaluated decision which is final.

Accepted general complaints not related specific to one of SCIRP's journals are forwarded to the Assistant of SCIRP's Director. The complaints procedure is otherwise similar.

The "Principles of Transparency and Best Practice in Scholarly Publishing" demand with Principle 13 that journals shall state their advertising policy if relevant. This is not much relevant to SCIRP, because SCIRP is not using ads on its general or journal related web pages with maybe one exception.

Each journal has an area on the lower right of the screen with a heading “Sponsors, Associates, and Links >>”. The place is used often to link to conferences, most of which are organized by SCIRP. Associates to the journal do not have to pay for links and/or logos put online, but SCIRP likes to see these other organizations link back to SCIRP. This is important to show that SCIRP is not exploiting other organization’s reputation, but working on mutual consent. Entries are fixed and do not depend on reader behavior.

Entries are made in consent between senior staff of the publisher and the Editor-in-Chief (or Editorial Board member if no Editor-in-Chief exists) of the journal.
