Karl Marx points out “The history of modernization is the one of rural urbanization”, the level of urbanization development is the symbol which weighs the social economy progresses. In the Party's 16th Representative Assembly it was proposed explicitly to speed up the rural urbanization development, and realize the entire society's economic boom. This article, applying the single indicator as well as aggregative indicator approaches, has carried on the real diagnosis analysis to Harbin and its nearby counties, in order to understand present Harbin and its nearby counties urbanization level as well as the difference with national urbanization development level. At the same time, this article from peasants’ angle of view, applying analytic hierarchy process, studies the peasant’s participation willingness in the urbanization construction, and also the reason which affects peasants to participate in the urbanization construction. Finally, according to the above some corresponding countermeasure proposals are raised.
