Abstract: according to international standards, Jilin Province are quasi-industrial area, per capita income living in lower-middle income levels. Accelerate industrial upgrading of traditional industries and agriculture is the main direction of industrial restructuring, the Government should increase investment to the primary industry and tertiary industry.
