Abstract: Development of offshore trade has important strategic significance to promote transformation development mode of trade in Shanghai，and to accelerate the formation of modern international trade center. The paper, based on the current status, problems and condition factors of offshore trade development in Shanghai and combining industrial restructuring and upgrading with construction of four centers in Shanghai, studies and designs the program of patterns of developing offshore trade, and makes the appropriate supporting targeted policy recommendations.
