Abstract: |
This article analyzes the reformation of census register management institution in Chongqing from the institution change theory angle of view. The basic reason of the reformation is that present dual management system of census register is already not adapted to the current economic environment and the system reformation can make the exterior profit interiorization. But, the success of the reforms depends on whether the dominant roles can get enough benefits from the reformation. The reform's way should be: The earlier period reform should be the compulsory institution change in which the government provides the frame of system reformation; The later period reform should be inducement institution change in which the government
plays the supervision role, exerting fully the positive function of the dominant roles.
