Abstract: |
This paper reviews the developmental history of science and technology policy performance evaluation, and summarizes the merits and demerits of different methods. On this basis, it puts forward the trinity of science and technology policy performance evaluation method system, namely, policy nature-evaluation mode-evaluation method, which makes the evaluation theory, method and practice combined together, restricts the evaluating subject not to abuse evaluating method, in order to ensure the correctness of conclusion.
