As a result of science and technology of small and medium-sized enterprises is required for the construction funds, building period is short, flexible decision-making mechanism, low management cost, adaptability to market diversity and other characteristics, it has become an important part of the national economy, the country's economic development is the new significant point of growth. However, the small and medium sized enterprises in various stages of growth of technological innovation in the development of the depth and the width are not enough. Based on the definition of small and medium-sized enterprises of science and technology, and the different growth stage were analyzed, and then put forward the science and technology small and medium-sized enterprises in the different growth stages of technology innovation and development countermeasures and suggestions to the relevant departments and relevant personnel to make policy decisions and solve the problem to provide a theoretical support guidance and practice.
