Abstract: This paper uses R&D personnel, R&D funding, patents and other aspects to build indicator system including R&D inputs and R&D outputs. The model is canonical correlation analysis for R&D inputs and outputs using 2003 to 2009 panel data of China’s 31provinces. The results show that R&D inputs and outputs are highly relevant. The full-time equivalent of R&D personnel have an large effect on R&D inputs and the domestic patent applications received number and license number have an large effect on R&D outputs.
