Abstract: According to analyze and summarize both domestic and foreign performance evaluation of research cooperation, this paper established a evaluation system of research cooperation from the perspective of knowledge activity system, with 13 indicators selected from areas of knowledge production, knowledge dissemination and knowledge application, and it presented the specific application of the index system from aspects of scale design and evaluation methods.
