Abstract: The retirement system of enterprise employees is much the same as institution employees’. But there are inevitable differences between the two because of original design. China completed pension insurance reform of enterprises in 1997. With the promotion of pension reform of organizations and institutions, it is necessary to establish national pension system. In order to explore the direction of the reform of pension system, the authors propose that pension system should combine social accounts with individual accounts. Also, based on "Plan", the impact on government finances of pension system transition is computed. With the development of economics and society, it is inevitable to reform. But, there is a big gap of pension level between institutions and enterprises, so establishing occupational pension system become a basic approach to resolve the financial pressure.
