Abstract: |
Currently, in China, opening access is still in its infancy, the implementation object is not clear yet. Against the university’s and research institute’s own characteristics, at first, the article brings out 3 Proposition: should make universities and research institutes as the implementation object of open access; should make the library in them as the repository and platform of open access; should turn the journals sponsored by universities and research institutes into OA journals. Secondly, it made a Proof for the 3 propositions. Finally, it gives the strategy for the implementation of open access in China.
