With the publication of the first C3N trial list on July 2010, and regulatory reform has become a new topic since the C3N became a country strategy. Theorists put their focus on the integration of the study design and regulatory institutional reform, but few concerned the price regulation problems of the next generation formation, so whether the Government can formulate an effective policy of price regulation is the key to implementation C3N successful. This paper compared with the main pricing methods of telecommunications industry, declared the current telecommunications industry is not suitable for C3N, the pattern of the manufacturers to carry out its business, with the introduction of information entropy theory, we should redesign the appropriate combination of pricing according to the different information temperature. Finally, we offer a new way of thinking for the government to promote C3N.
