Abstract: |
Since the implementation of the tax-sharing system reform over fifteen years ago, there have been serious financial difficulties in the county-township fiscal system in China. This paper firstly introduces the county and township fiscal system in China, then analyzes the causes of country and township financial difficulties from the aspects of economic factors, institutional factors, financial management factors and other factors. This paper also proposes some policy recommendations on further fiscal system reform on the basis of above analysis.
