heavy industry is a prominent feature of Hebei province, so Hebei is a big consumer of resources and energy, which makes it a outstanding contradiction between economic development and resources and environment. In this paper, the main approaches to the industrial energy conservation during the 11th five-year planning of Hebei province are summarized, and some inspirations are put forward. We think that, although Industry is the most energy consuming sector in Hebei province, it is the sector with the largest energy saving potential. To speed up the building of a resource-conserving society and realizing the energy saving goal in Hebei province, the key is to smoothly promote the industrial energy saving process. These provide bases for us to further determine the goal and key tasks of industrial energy saving during the 12th five-year planning, and to formulate the major measures and policies to break "bottleneck" that restricting industrial energy saving.
