To improve current serious safety situation of school bus, it is very urgent for Chinese government to establish reasonable operation mode system of school bus and launch relevant safety legislations. The paper is targeted at analyzing the determination of the operation modes of school bus and its influence on the legislations on the safety of school bus. On basis of reviewing the history of the development of school bus and current situation of its operation, the operation modes and their characteristics are discovered and discussed. After that, how to choose reasonable operation mode of school bus is studied in details, during which some different opinions are introduced and discussed. Finally, the influence of determining operation mode on the legislations on the safety of school bus is discussed. Different from other studies in China, the studies of improving the safety of school bus from the perspective of the operation of school bus are provided.
