Abstract: This paper aims at the cause of difference between China’s railway and highway investment. Firstly the investment and financing systems of China’s railway and highway are shown, especially for the difference of them. And we find out that different functions of the Ministry of Railways and the Ministry of Transportation have a great influence on the investment and financing. The railway has not yet taken good advantage of local government’s investment and private investment, while the highway has adapted to the decentralization model. Then the Grey correlation method is taken to demonstrate the main factors that have influence on the investment and financing. Finally, on the basis of above, this paper gives some reasonable suggestions to prompt the development of integrated system of China’s transportation.
