It bring series of issues with climate change, low-carbon economy has become the inevitable choice to achieve sustainable development. This thesis first expound low carbon economy put forward and background, then take the city of Qujing of Yunnan province as example analyse the factor restricting low carbon economic growth, The city of Qujing has entered mid-industrialization, the features of the heavy chemical industry has obvious, it face factors such as excessive emissions of pollutants, high proportion of high energy consumption industries, lack of technological innovation, constraints and incentive system is imperfect, etc. Finally, It puts forward the choice route boosting low carbon of city estate developing.
