Abstract: It is put forward for Shanghai to become an international shipping hub in the early 1990s. To fulfill the target that the shipping service elements agglomerate highly, the historical processes of shipping service elements agglomeration are analyzed, and the related study literature is also reviewed. It is the key to analyze the component of shipping service elements. Finally, the agglomeration phases of shipping service elements are discussed and the agglomeration suggestion is sum up.
