Abstract: This paper, based on the analysis of the active roles and the possible negative effects of offshore service outsourcing, studied the service outsourcing development path through theoretical analysis as well as industry practical analysis. The research conclusions suggest that the developing countries such as China should first focus on the development of onshore outsourcing to lay a solid foundation for service outsourcing industry, and then develop offshore outsourcing when the international comparative advantage of the industry is formed. Offshore outsourcing and onshore outsourcing should be coordinated in their development.
