Abstract: The “alternative market” behavior for government has a certain rationality in the development of creative industries because the market can not really play an effective function on the allocation of creative resources in the early stage of development of creative industries. Development of creative industries in China are not prominent features, policy support can’t be in place, the upstream industry chain is breaking, industry strategic alliances is not perfect. Government should strengthen the support and coordination for creative industries.
