Reformation is underway and some achievements have been made in the administration of Tianjin city sanitation. At this initial stage, however, problems still exist, such as the inadequacy of laws, regulations and policies, as well as the insufficiency of competition, ideology and mechanism. Marketization is a way out, and it must involve the participation and cooperation of government, businesses, social groups and citizens.
