Abstract: This paper presents a framework for synthetic evaluation of emergency management capability of city public place. A three dimensional emergency management capability construction model was developed according to the spatial factors and temporal factors in emergency management, and the factors were also connected with the risk identification and assessment. Evaluation indices were selected mainly according to the management phases.
