Abstract: As Chinese first coal resource-store province, Shanxi Province’s dead and injured people of coal mine accidents are too many to count. The frequently occurred mine disasters sounded alarm to us again and again. Coal mine is a high-danger and high-risk industry, because of its particularity of the production environment, conditions of variability and the unpredictability, which leads to a higher accident probability of occurrence. Under this situation, Shanxi Province associated the actual situation and grasped the main contradiction, it made a reform and reorganization about whole province scale’s coal mine in 2009.Based on the analysis of the characteristics of medium and small coal mines and theory of mining accident causation in Shanxi Province, it is necessary to reform and reorganization. At last this paper compared the accident data before and after the reorganization, the conclusion was that the reform and reorganization were successful.
