Under the double role of the global financial crisis and climate change, Low-carbon Economy has become the world important choice on climate change, maintaining economic growth and safeguarding national energy security. Choose a carbon tax is an important step to fight climate change and achieve a Low-carbon Economy and the most market efficiency measures. On the basis of the depth analysis of Low-carbon Economy from the theory and practice, and a brief description of its implementation of the path in this paper, we research of the economic effects of carbon tax, and analysis of the European experience in the implementation of national carbon tax, then proposed the design ideas of China carbon tax.
