Abstract: Project controlling is proved to be one of the most effective management modes in terms of improving the management efficiency in large-scale complex construction Project. Since the project owner is incompetent sometimes, it is necessary for the project controlling group to take both project time controlling task and schedule risk management task and make them as a whole in order to solve the difficult problems in construction process. In this paper, it analysis the definitions and features of project control, project time controlling and risk management. By discussing the theoretical possibility of integrating project control with risk management, it designs a framework for integration of both project time controlling and schedule risk management activities. In the case of Shanghaihongqiao integrated transport hub, the PTC-SRM (project time controlling and scheduling risk management) organization structure and its remarkable achievement have been introduced. The practices in Hongqiao hub prove that the PTC-SRM model is effective; it can contribute positively to project success.
