On the concept of region, the basic characteristics of the regional multi-airport and the theory of composite system, combines with the present developing situation of the domestic regional multi-airport system: the lack of demand of air transport in an area, the insufficiency of the amount of air transport of the new airports, the instability of the main airport traffic volume, the difficulty of the distribution of the traffic volume in the regional multi-airport, concludes the reasons of its difficulties in developing of the multi-airport system: the reason of airlines, the reason of passengers. Finally, uses the complex system theory, put forwards the developing model of the regional multi-airport system in our country: the number of passengers of starting of airports needs to reach a certain threshold; develops low-cost airlines vigorously; the airports of multi-airport system divide and coordinate.
