The progress of the world rely on technological progress and the power of knowledge, So the innovative scientific and technological personnel establishment became the primary power of social and economic development. Liaoning coastal economic belt being involved into the country's overall development plan，and it has a great historic and realistic significance. But how can seize this opportunity, to form a people-oriented, benign development, harmonious development and common development situation, the most important issue is talents. Building a team of innovative technology talented person troop became the key to solve the problems of Liaoningcoastal economic belt’s development. Through the calculation, evaluation and analysis of competence about innovative technology in 20 provinces, it can present the problems of promoting regional development in Liaoning coastal economic belt’s talent resources, which exist in that comparison summary in the process. And deep thinking about the existent problems inLiaoningcoastal economic belt, then we put forward the creative and constructive suggestions on innovative technology talents’ construction and regional development.
