Abstract: |
The government work report in 2011 makes clear that public rental housing is located in main situation in the construction of security room. It becomes increasing various that the construction of public rental housing is lack of money. In view of shortage of money, this paper put forward an idea that TOT financing mode applies to public rental housing. It analyses its applicability and points out the problem that should be avoided in this process. TOT can bring more private capital including foreign capital, increase the possibility of introducing capital successfully, meanwhile, activates a large amount of property. TOT provides a way and possibility for solving the difficult of financing in public- rental- housing.
