Abstract: The norms set by the Government have universal legally bindings. The legalization of departmental interests in Government’s norm formulation means that executive departments, using their powers and resources during norm formulation, enlarge their own wrongful interests in the wrong perspective, and fix the interests by force of legal binding, which will inevitably damage China’s social, economic and technological development. With the case study of the national standard GB 50500-2008 Pricing norm of quantities bill of construction project, this paper studies on this issue. It believes that the existence of improper departmental interests, as improper expansion of departmental powers, administrative fees, industrial protectionism, etc., in national norms will inevitably damageChina’s economic interest, foster corruption and increase the nationally political risk. The suggestions in this paper are made for being available for the revision, intendance and administration of this norm as well the improvement ofChina’s standardization system.
