The paper seeks to position Product-Service Systems (PSS) approaches within soft systems methodology (SSM) and especially the ‘CATWOE’ mnemonic term, which is seen as an especially valuable means of drawing together the diverse views and values of multiple stakeholders to achieve wider system and community transformation. A model and process for synergistic community development and sustainability is put forward, based upon CATWOE and PSS, and is illustrated by application to a regional township in Taiwan. Finally, some observations are made on the indicative findings, with suggestions for further research.
