Abstract: |
This paper first analyze the meaning of regulatory costs and logic of regulatory budget, secondly explore potential positive role of regulatory budget, such as making government more visible, constraining the size and cost of government, compelling regulatory agencies to compete for right to regulate and then allocate regulatory resources more effectively. Thirdly discussing a number of serious and practical problems and challenges facing regulatory budget, such as how to define and measure costs, whether exclude regulatory benefits from regulatory budget and how to ensure regulatory budget to be well executed. Finally answering whether regulatory budget is feasible or not.
