Abstract:
Recently community empowerment has aroused concern from domestic tourism researchers, especially the institution provision-type empowerment. Viewing from the current theoretical and practical situation,we need to explore the specific content and approaches of its realization. Research indicates that the "system shortage" and the "system failure" all existing in nowadays which caused two different kinds of institution provision-type empowerment. The former corresponds to the absence of rules, the latter corresponds to the lack of action arrangement. Variety of China's tourism resources, leads to the form of diversity in community participation in tourism development. So institution provision-type empowerment should adapt to the diversity of the community. "Bottom up" is better than “top down" in approach to protect the right of community participation in tourism in a variety of system needs.
