Abstract: In the paper Resource-based View theory and K-PMMM are referred to discuss the relationship between project management capability and enterprises’ strategic resources. The model of VRIO discrimination framework of enterprises’ strategic resource is modified and improved, and the resource attribute of enterprises’ project management capability is correspondingly analyzed by collecting a lot of data. It implies that the strategic resource attribute of enterprises’ project management capability could reliably enhanced enterprises’ sustainable competitive advantage. Finally, the paper alerts enterprises should focus on the intangible project management capability.
