Regulatory Documents of Universities (“RDU”) may not be classified as “Law”, but it may be regarded as “Quasi-Law” due to its characteristics. It may say that RDU is the necessary supplements to current higher education laws system of China, which may have a positive effects on the operation and management of universities for a long period, provided, however, some defects within the current RDU as mentioned in the main texts herein may prejudice its benefits, therefore, some measures shall be taken, such as the rule of laws, to cure such defects and ensure the beneficial development of RDU.
