Abstract: |
The R&D industry in developed countries leaded by USAand in some developing countries represented by India and Iran have been initially developed. Some field of China’s R&D industry has had a preliminary development, but the overall is also in a gestation period, facing low degree of internationalization, low service level, unbalance in different areas, immature of competition mechanism, failure to form a organic integration and so on. To this, we should improve China R&D industry according to the R&D industry’s characteristics of externalities, specialization and high risk. And the concrete measures are strengthening the independent innovation, increasing innovation in the law, strengthening the construction of R&D industry’s cluster innovation and outstanding the role of the business, etc.
