Abstract: It becomes increasingly a hot research field about the evaluation for the knowledge innovation ability. Based on the meaning of knowledge innovation and the SECI model, it researches thoroughly on the effect of organizational assert, human resource assert, reputational assert, relational assert on the corporate knowledge creation activities. By constructing the index systems about the service o uses the DEA method to build the Preference Restraint Cone DEA model to make the evaluation about the knowledge innovation ability of seven selected service outsourcing enterprises in the New Coastal Region of Tianjin. It turns out to be proved that the relative efficiency appears in the knowledge innovation activity for some service outsourcing enterprises.
