In the period of social transition, schools, the possibility and frequency of college emergency public events are increasing, to strengthen processing capabilities of all types of sudden college emergency public event, establish and improve the emergency management system in ensuring the stability and harmonious development of the colleges, has important theoretical significance and practical value. In the college public incident management system, college logistics department should broke through the traditional back-office logistics support role, give full play specific service functions to the prevention, early warning, reporting, emergency and security and rehabilitation. Adhere to people-oriented, strengthening internal management, foster a sense of crisis and building a safety culture, focusing on creating socialization and ecological mechanisms of prevention, on basis of the chaos theory and complex adaptive systems theory, to build the emergency management system with a clear division of labor within and outside the linkage, including early warning, command, emergency, rescue, recovery and continuous improvement, is very important to effectively prevent colleges public emergencies and reduce their hazards and losses.
