Abstract: |
There are three deficiencies in the links of prior assessment of Chinese science & technology assessment system: the masses regarded as the principle parts of the science & technology assessment are absent; the assessment indicator and the weight of index in science & technology tend to reduce the structure of “soft variable” hard to measure and lack the dynamic applicability; science & technology assessment rarely gives consideration to the affordability of science & technology. The problems existing in concurrent assessment include, the active agent of science & technology is out of the line with the subject of science & technology assessment, and the obstructed feedback channel of information weakens the responsibility consciousness of the active agent and the subject of assessment in science & technology. The problems in expost evaluation mainly exist in the unclearness of responsible body, target, and object.
