Abstract: |
In this paper, to clarify the existing domestic laws and regulations on earthquake disaster mitigation, to distribution of the rescue force on site, to fully explain the cycle process through the introduction of international disaster emergency management cycle model, and to comparatively analyze the domestic systems, domestic and international conceptual differences. By building the domestic disaster emergency management cycle model, it enables that unified management model with the relative international concept.
